People in public places are described, not named, unless they consent on the record.

Pieces move through rungs — tip, source, document, sign-off — each labelled until cleared.

The section editor on duty between 07:30 and 18:00, Mon–Sat.
HOW ARE EMBARGOES HONOURED?
Embargoes are logged in writing with time and scope. Copy is held until the embargo lifts.
